Cant import tactis to game

Hi there! im having some problems when I want to import tactis into the game. I download them here from the page and save them in the "tactics" file. But when im inside the game the tactic folder is empty when im trying to import them to the game.
When im outside the game the RAR files are inside the Tactic folder but when inside the game the folder is empty....

If anyone know the reason why I would be very happy.
