Can't loan players from bigger clubs, help?

I am Blackburn and teams such as arsenal and man utd just will not loan me players, simply says they are not willing to discuss a loan move between the two of us. However they always loan to other PL clubs, help?

what kind of player did you try to loan ? a senior team or reserve/U18 team ?
