Can't Make Transfer offer for player

I am trying to buy Raman Chibsah for reading in the year 2015. I have no transfer embargo, it's during the transfer window and I can make transfer offer for other players but not him. He is part owned but this shouldn't be a problem. Why is there no option?

No but it's not transfer window in Italy yet so maybe that's it

No, you can make transfer offers anytime to anyone regardless of where/which club/country they play at.
Transfer window only decides when players will move to their new clubs.

This answer is correct.

The player you wanted might be under another club's transfer agreement or deciding to retire soon.
Look at his information (Go to player window > Overview > Information) and look at the bottom left corner. It tells you the status of your player whether he is under another club's transfer agreement or his retirement date.

Also, make sure the player you make offer is not auto-generated player which his name appears as light grey.

Thanks for the replies it turns out he was under bid so i juat bought him off his new club straight away
