Can't send player to affiliate.

Just singed a 18 year old striker from the USA, failed his work permit as i expected and was ready to send him to Antwerp for 3 years to gain citizenship, however when i try to send him there it says "Derek Gore cannot be loaned out to Antwerp at this time", I can't figure out why this is, the transfer window is open, the player is over 18 and he has an professional contract, any thoughts?

I'll take a wild guess- Maybe Antwerp have excedded league rules, for too many loanees under a certain age? Its happened to me before, I've brang in too many young loanees.

request another affiliate club and if you get a decent one where he can go, try sending him there.
i dont know if this idea works but maybe you could send him on loan for a season?

Thanks, i thought for sure Antwerp played in the top Belgium league, but they're in the second league which i have not loaded, they also have a boatload of players, requested a new feeder club. Thanks again.
