Can't start new game HELP!!!

For a week now I have been trying to start a new game from my edited database (which has always been fine before) and it loads the database then sets the game up and then goes to load the database again and fails half way through and then tries to reload the game on steam gets to one percent then says that the steam servers are too busy try again later.

If i try to continue a previous game it works fine just does this with a new game. Whats happened help?

Forgot to say that the database has been absolutely fine and the nation rules are all valid and its working fine with all previous games, I just don't understand why the game will not work for new games.
