Cant tutor player, HELP!

My Andre Schurrle,25 years old, cant tutor Timo Werner, 19 years old, cant figure out why.. Schurrle can tutor other players but not Werner, has higher reputation, has a higher squad status, Werner is rotation, Andre is important first team player, any help?
 
I read the guide and everything seems to be fine, still cant figure it out..maybe its because Schurrles? natural posistions is LW and Werners? is STC ? Schurrle is accomplished at STC and Werner is accomplished at LW.. can that be the reason?
