Can't upload content to the downloads section

I've tried to upload a new database and it doesn't let me. It says the download section isn't writable. If I try, in case that refers to something like adding comments, since I don't see that anymore since some months back, it says error type move.

I've not seen any post about it and searching has not worked to find relevant results, so my apologies if it's been already mentioned and I've missed it. And thanks in advance.
