chief scout / looking 4 under 18s only ?

Hi guys, i use my 18 scouts ( arsn ) to search 4 age under 18 pot 4 stars.
n i use 18 of them to scout the best 18 regions.
uk south amerca ect.
my question is there a better way to scout the world for youth player using cheif scout, ie set him to look 4 under 19s 3 star pot. as the system im using takes AGES lol.

Don't know exactly, but I suggest you to continue what your doing, it's just that your scouts might not be very good.
