I ran into this a little bit last year, but at the moment this is just bizarre. I am in the process of signing 5 new scouts so the lack of scouts may have a small effect, but in general this is a joke:

5 scouts in Scotland!? I don't even have Scotland loaded and I certainly don't need 5 of them there..

The guy scouting Italy hardly knows Italy but knows France very well, yet the guy scouting France barely knows France but knows Germany well, the guy scouting Germany doesn't know Germany very well but knows Spain and no one is scouting Spain.

Oh and that Futre at the bottom, I just signed him. He knows Portugal, Spain and Italy well, yet my chief scout is sending him to Holland when he doesn't know Holland at all.

Is this a bug or something? Or am I going to have to set everything manually?

I have Steve Rowley as Chief Scout with 9 man management. If that the stat that helps set the assignments or is it something else? If it's just Rowley is terrible I'll get a new chief scout.

Okay, so I got rid of Rowley as a Chief Scout and got in Jimmy Hampson from West Ham who has 18 man management and his assignments are worse than Rowley's (I cancelled all existing and let him set his own).

This surely must be a bug?

I'm not sure, personally I set all scout assignments manually. Maybe you should consider doing the same, as it gives you a lot more influence over what kind of reports you'll be getting.

EDIT: By the way, the reason your last scout is scouting Holland may be because he's set to scout central europe, a region he seems to have a decent knowledge of. Scouts will build of knowledge of the nations they visit, in accordance with their adaptability I think.

Is there a guide for setting up?

I know I should have a scout on the following:

Next Opponent
Under 21's
Under 18's

And then after that what ever regions/nations I want?

Also any competitions that come up (like under 20 world cup etc?

I tend to sign 1 or 2 scouts from each of the countries I've loaded (major euro powers + brazil usually), set them to scout the league or u19s, and the region the league is in.

I will then sign 3/4 scouts from my home country and use them to scout international tournaments and such.

I always set them to only give me reports on players 4.5 stars and up when using a top team and If I have brazilians, I may set one to only give me reports on players under a certain age.

For scouting next opposition you should use the scout with the highest tactical knowledge, that's the general rule of thumb.

For scouting under 21's and under 18's, just use a scout with high JCA and JPA and with a good knowledge of the country.

After that, just scout the regions/nations/competitions you want. Personally I look at the scouts knowledge, and when a scout has knowledge of Brazil or Argentina I use him to scout South America. If a scout has knowledge of Spain, Italy, France or similar I use him to scout Central Europe. His knowledge will build as he scouts the various nations, depending on his adaptability (and possibly determination). South America and Central Europe usually accounts for most of the talents emerging anyway.

I don't know of a guide for setting up scouting assignments, but you can check out some of these threads:
