Clubs training facilities effect on regens?

Right I've searched high and low here and haven't found it.
I'd like to know if youth facilites quality has any effect on what kind of regens you get? I'm managing Red Star on my second season and I just got the board to expand the youth facilities which will be done at the end of the season. So I haven't had the chance to see for myself yet. Also if someone could post the levels for club facilities ie is "good training facilities" like 3 stars or what?

Yes. The better the facilities the better you players/youth whatever

3. Good
4. Great
5. AMAZING!

yes the better the facilities the better the chance of you producing a regen that could be a wonkerkid and other future good players. Would be a bit unrealisitc if a conference team with awful facilities produced the next Messi! (not saying it's impossible )

Rushden produced a few gems who had like 17 finshing and were great players for the Prem. Never say never.
