Contract Restrictions??? WTF!

I'm in my 2nd season at Newcastle Utd, everything running smoothly then all of a sudden i can't offer anyone a contract. I can agree a fee but can't offer contracts.

I've got 50k left in wages and 5mil in funds so no problems on that score so i just carried on playing.

After a fair while this got annoying so to see if it was a fault i added another manager. I chose PSG as they had plenty of cash. Same thing. Can't offer a contract to anyone, there's a lock symbol next to everything.

I've googled to see if it's a bug but can't find anything. Can anyone help at all.

I finished 5th in my first season and was putting together a great squad so don't want to sack my game off.

Real Madrid job taken 120mil in bank and 300k available in wages, same craic. Can't find another thread where anyone has the same issue.
