Creating a world class AI manager?

I find that as we progress our career, the game becomes easy. You have a lot of money, a lot of great players, and usually win against all AI opposition.

I want to make the competition challenging. Is there a way to make/create/edit manager that are superb tactically and/or play with Human created tactics that are successful?
