Cup Winners Cup Database

I decided to re-introduce the cup winners cup and i have edited the database to create it. However, i have two problems: 1. I can't prevent a country's fa cup winners qualifying for the europa league and 2. I can't make the champions league and cup winners cup mutually exclusive
