Data Editor Problems

is anybody else having problems launching the steam version of the FM14 data editor? when I go to launch it, it brings up a message about failed to find language, cannot launch. just wondering if anybody has had this message and found a solution to the problem? Thanks in advance

Go into steam and hover over the Library tab then select tools and it will be there.

The help forum keeps telling me to update my drivers - which I have already done and it still does not work. To put it simply, the data editor does not work on the system requirements described on the product packaging.
