underneath league 2 have a tier of 5 divisions with so many teams, say 10 in each league. have the top team from each of these 5 divisions and put them into a play off league, each team plays each other once, and have the top 3 teams from the play off and put them into league 2, relegating 3 teams from league 2 into these sub divisions.
