Declaring interest in a club?

So, I'm an unemployed *** (ahem, sounds too much like real life, that) and none of my opening applications amounted in a job offer (did have a few interviews but took some risks in answering questions) Now I see there are some jobs with very unstable coaches, but I thought there was a button to "declare interest" is that only if there is an actual opening, or at least the threat of a firing?
