Denying Promotion

Can certain clubs in any league division with another level above them be forced to not be promoted nor relegated?

Yes, in the Spanish leagues if you are a sister club of a La liga team i.e Barcelona B you cannot play in the same league as the team. So should Barcelona B gain promotion to the La liga they cannot be promoted. I am unsure on relegations though.

I think if the top team gets relegated, the B team will also be relegated regardless of their position.
