Did they fix the newly promoted premier team glitch?

Last year when you had your first season in the prem, I would offer money for players, not ridiculous really, say Sigurddson for example, he went to liverpool and was in reserves... so I thought i'd make an offer, quite cheap.. They kept coming back and saying "We want 40m" and they did it for other players, all teams did... does this still happen?

I didn't have that problem when I got to the premier league. I could sign players normally.
