What does a director of football actually do in FM I know in real life they are there to sign players and whatever but in FM?

in FM they don't do anything! They're part of the board, so I suppose if they dislike you, your job may be not as safe.

Although they can increase the scouting knowledge of the club I think, if they have detailed knowledge of another country

In real life, they are a drain on wages and sign **** players.
