Disabling first window budgets - Glitch?

I decided for the first time to disable first window transfer budgets on my Everton save. For various reasons (realism, time to assess squad / staff etc).

I assumed that I would then get the budget in January instead but the window has just opened and I have £0 budget and very little room to readjust with the wages.

Is this what is supposed to happen or is it a glitch? Will i ever get the £45m I should have had in the Summer?

Otherwise I have wasted half a season

You usually only get bonus money in January if you're performing well in the league. The £45m you would have got is still in the clubs coffers and you'll probably get that plus more to reinvest in the squad in the summer.
