Discipline - Help!

I'm having massive problems with sending offs and bookings. A few of my players have slight concerns about the lack of discipline. My tactics aren't aggressive and tackling is never set to hard, yet I seem to get a man sent off every other game and pick up atleast 3 bookings a game. I'm not setting hard tackling on the opponents instructions any ideas?

if any of my players get sent off for violent behaviour i give them a 2 week fine

if they have got 2 yellows once - issue a warning

twice - one week fine

three times - 2 week fine

when i do this there aggression decreases

the lack of discipline maybe when u go on holiday your assistant might choose not to punish your players
