Do ratings affect development?

E.g if I have a good prospect who's no ready, playing him for the sake of developing him, will he get better quicker in the first team even if he plays poorly? Or is it best to wait a bit and put him in the U18s/21s

I always try and lone him to a lower team, where he i slightly better in terms of CA, than they have so he gets game time, if not sub appearances and reserve games, get him mentored on and off the pitch as well.

I always try to play them in my Youth team / Reserves until they gain at least 1 star of CA. Then loan then out to a lower team, where they will be up to the job of playing for them instead of running around like headless chickens. I'm in the Premier League with Scunthorpe United, without signing a player, just developing youth players through that method, so it does work.

You never signed any players? How many seasons did that take you than?
