Do you find instructions like "shoot less often", "fewer risky passes" and even "retain possession" sometimes cause your tactic more harm than good? Been experimenting with a fluid attacking style tactic and I took off these type of instructions (fewer/more such and such) and the team just seems to be performing better.

Yes and it's why I (and a few others) recommend NOT starting with a bunch of TIs/PIs (none preferably) because often it'll cause more harm than good. Users either a) don't know what these shouts really do and/or b) don't even know if they need it, because they haven't seen the tactic in action before applying the instructions. It's often more difficult to fix this way, because you don't know what to remove/what's causing the issue.
 
I would often use Work Ball Into Box, assuming this reduced only long shots I later found this description;

Work Ball Into Box - is used to encourage players to hold onto possession in the final third until the ball is inside the area. All players are instructed to attempt fewer long shots and fewer crosses.

I think there is a lot to be said for the default descriptions of many TI's and PI's and im sure it will be looked at for FM16 and as WJ says I also feel its better to start with less or no additional instructions when starting out with a tactic
 
Is there a website with better descriptions? Stuff like look for overlap/run at defence/pass into space are all often ticked for me but its hard to tell wether its more detrimental, even using higher tempo instead of just leaving it the standard tempo.

There is a guide by The Hand of God over at SI forum called Lines and Diamonds the tacticians handbook. That has lots of info and more in-depth descriptions which can help to understand the Tactic Creator better.

Here are the descriptions he uses for the ones you asked

Look for Overlap encourages wide midfielders and wide forwards to focus on offering deep support with wide defenders encouraged to offer more mobility. The more advanced wide players are instructed to stay deep, hold up the ball and offer support to fullbacks or wingbacks who will be looking to overlap quickly with frequent forward runs. This encourages early overlap patterns down the flanks which can be useful when you are struggling to get the ball behind an aggressive fullback

Run At Defence encourages penetration by instructing all strikers, attacking midfielders and wide forwards to dribble more. This can be useful when facing defenders who are either reluctant to put in a challenge or prone to conceding fouls in dangerous areas.

Pass Into Space
instructs all players to place more passes into gaps behind opposition defenders. This means players already instructed to play less risky passes will look to play a moderate amount and so forth. This will enable players to achieve more penetration, and it’s particularly useful when you have extremely skillful players facing an aggressive defence that is prone to exposing space behind pressuring players.
