does anybody understand the rules in serbia?pls help!

I'm managing Red Star for 3 years now.the first season i had read carefully the rules of the league.ok so we have the right to field a squad containing max.5 foreigners, the team has good reputation and good youth facilities so everything seemed ok.i got some good yougnsters, got for the 2 years that passed several of the top teens from the preset shortlists from here aswell.i was bravely investing in foreign players-youngsters and stars.in the second season i noticed, i have fewer foreigners allowed-4.what the ...???any metodical check would not reveal such an important forthcoming event!ok than i managed it out somehow getting the job done-this time i won everything in serbia and reached qtr-final in uefa cup.managed to get 2 very big signings also from abroad.now the 1-st game of my 3-th season comes and what do i see?now i can use only 3 foreigners!3 of the 14 i have.this is not the whole problem. half of my foreigners arrived at the club at the start of the game or were already there.so having in mind the 3 year term for getting serbian cittizenship it seems my struggle will only last 1 season.but the 2 players that were already with the team and still remain in it(cadu and evandro) have something like this in their status "player needs more games for this club".errr?
so if anybody has more info could please tell:
1)untill when the foreigners limits will be lowered by 1 player per year?
2)exactly how am i going to determin when any of my foreigners will become serbian?
your help will be much appreciated as i am trying almost every championship in the world and this is the save i really enjoyed from fm11.

I was there about 6-7 years into a save and it was 3 non-eu players so it should soon settle at that a couple of years in. You can also see on player profiles how many days they need to get citizenship and how many days they've reached so far.

In 2010/11 season a club can name up to 5 foreigners in their matchday squad (first 11 + subs);
• In 2011/12 season a club can name up to 4 foreigners in their matchday squad (first 11 + subs);
• In 2012/13 season and every following season a club can name up to 3 foreigners in their matchday squad (first 11 + subs)


In 2016 in game Serbia will become an EU Nation and from that point only Non-EU players will count as being Foreign.

Go to editor and add nation rules...I did that and there is no limit of foreign players... And sold Cadu,buy Dusan Tadic...

i also sold cadu and bought dusan tadic but my team grew up i also have sandro in midfield and am trying hard to get hazard so i can be compatitive in CL.but if i have all these i will have serious problem with foreign player limits.
