Is there any way I could start a new game with the 11.3 patch in February with the league tables as they were?

No. At best you can start the game at a start date for another country (ex. Brazil in December 2010) but then all the games up until that time at played out by the AI.

I don't know if this is possible, some on else will have to respond, but checking out the editor is always a good idea.
