Dual Nationality Help

I'm currently manager of Manchester United and England and at the beginning of my tenure I signed Marc-Andre ter Stegen (a German goalkeeper) from Borrusia Moenchengladbach. It's now been 1825 days and I can't get him to take English nationality, he has played 0 games for Germany, at senior or youth level, however when I go to click private chat, there is no option for me to suggest taking English nationality. Any ideas?
 
If he wants to take it he will. If not, there is nothing you can do about it. I am guessing you haven't removed the 'fake' files that stop German players being called up. Read THIS, do what it says ;)
 
By that logic surely he'll get called up by the German national team though? And why can I suggest it to other players and not him?
