I signed balanta for west brom in my first season. So hes at the age of 20 and has 10 determination and also has good pontential. So my firs thought was get lugano to tutor him as he has 20 determination so when i try it says you carnt tutor him and i was wondering why?

Balanta's probably better than Lugano, or has a higher squad status.
