Edit someone's database

This may be a silly question but I am really struggling.

If I download a database created by someone (I have downloaded a summer update), how the **** do I edit that database so I can start a new game with my edits, without doing it everytime i start up a game. Basically I want to have it done so I can use it straight away and it is already made without me having to edit everything everytime I start a new game.

editor --> load database --> load editor data (here you choose to load that summer updates database) --> do your changes --> save editor data

Also I go to open the editor (steam) and it says it is already running when I can't see it running at all?

Open task manager to check if it's open in the background. If not, then you might have to re-install
