Editing Request

I saw that Trivaldo99 and all his lot have decided to close their editing request thread untill FM11. This means that I need someone to make a database for me
It is a request that will probably be extremely easy to do and to you it may sound like I am just being lazy, but, to be honest. I can't do it :L

What I would like is a database the same as Transfer Update Across the World V10 by LFCMarshall' http://www.fm-base.co.uk/forum/f74/lfcmarshall-transfer-update-across-the-world-v10-t49069.html but with the following changes:

All of Liverpool's debt removed with new owners put in place.
Liverpool, Tottenham and Man City's transfer budgets increased to something stupid like £1 billion. (If you need to change the overall budget to make this work that is fine)

I have given Spurs, pool and city 1billion pounds transfer budget
