Editing the New Zealand league

I'm trying to make the New Zealand league like the a-league in Australia with all the same rules that a-league has eg salary cap etc. But I can't get the cap to work not sure what I'm doing wrong as not good with the advanced editor. Also want to make a finals system like the a-league with a separate cup but the teams won't go across to the other cup and in the league stage the top 6 teams arnt highlighted only the top team what am I doing wrong.

I tried the same thing but added a professional team from vanuatu, tahiti, png etc to make an oceanic premier league but could never get it to work! would love to hear from some one who knows how to do it.
