Editing the World Cup

Is it possible to change/modify the rules of qualification and number of slots per federation for the World Cup?

I tried to modify it, but the only thing I see open to modify are the aesthetics, like the name, colour...

I dont think you can mate I have tried to do it with no success, I have downloaded the advanced editor too but I still cant do it.

the only thing i can think of is if the advanced editor would let you recreate them and delete the old ones but as i don't have the advanced editor i don't know whether it's possible.
