Editting years to gain nationality

I know how to edit years to gain nationality in general but was wondering if anyone could help me add specific rules for a nation when the player is from another nation, i.e. only taking 2 years to gain spanish nationality if the player is from an hispanic nation?

They are hardcoded in the game. You could just add a second nationality

no way to change it through and editor of additional file etc then?
