eu players for lazio

As I play with Lazio, I can only buy one non-eu player per season. So I want to buy some really good european players. I am playing with a 4-2-1-3 tactic with 2 defensive midfielders. I already bought Kevin from Zaragoza and I try to buy Lucas Digne, Dennis Appiah, Raphael Varane, Marco Verratti and Vaclav Kadlec. I have 7.5 mio, so could recommend me some other good players.

the best would be some good strikers and defensive midefielders, but I want to buy some young talents in general, players which turn into the best in a few years, but are cheap at the moment

ST - Cristian Benitez(Non-EU), Connor Wickham, Yaya Sanogo,
 
DM- Alexander Tettey, Eke Uzoma, Christopher Missilou, Christian Obodo, Marc Mateu.
ST- Kadlec, Garra Dembele, Jo, Santa Cruz, Tomas Necid.
 
Is it good to use a target man as a only striker? If not I want to use a poacher or an advanced forward. I can't buy any other non-eu players, because I want to buy Lucas from Sao Paulo.

Strikers? not Zarate, Floccari or Rocchi?

And i bought Witsel for 2 million, hes good, and also Yassine El Ghanassy for the left wing, at 2 million is very good.
 
Yes I bought Witsel too. I play Zarate as AMR inside forward and want to use Floccari as target man in front. Do you think this will work? I'm searching for good young striker perhaps I will buy Necid. I usually play a target man together with a poacher, so I don't know if floccari is good as lone target man. What do you think of Lukaku as lone target man?

I had 2 seasons playing a Target man with 2 inside forwards with a pretty crappy team and did pretty well - 10th and 12th when prediction was 20th -, considering I had a 'house rule' regarding wages - no more than 60k a month - that limited to **** players. My T-men (I rotated 3 of them) got ~25 goals at the end of the season together, and my inside forwards scored 6 and 8 or something like that, IIRC. Had a few goals from my midfield as well. I was playing 4-3-3, in case you wanted to know :P
