My favourite CM in the game is Marco Verratti ! You can buy him for 1.5 mil.
Yohan Cabaye is great also but i don't know if you can sign him for 5 mil :/

To add to the above players, I would also recommend Milan Badelj who is quality and cheap, and Kara who is an amazing ball-winning, defensive midfielder.

Bressan from BATE, bargain at 1 mil and will bang in goals and get assists by the bucket load, also will have some pretty decent resale value

If you need a defensive CM; Pablo Guinazu from Interncional. Old, but SO VERY GOOD. Costs max 3mil in my experience and lasts at least 3 seasons at a very very good standard. (and counting in my save)
