It hasn't been asked countless times. They just add several extra rules to the game like valid takeovers only stops takeovers in the Sweden and Germany while doesn't allow certain takeover types in different countries. Sugar Daddy adds sugar daddy's and if you have a look around and in the files you can work out what they all do.
