Factors that influence semi-pro to professional club status?

Currently with Peterhead in the first division having got successive promotions and having won challenge cup twice in a row! Club is still semi-pro so just wondering what factors influence the decision to switch to pro status?

I'm pretty sure most teams in the First division are semi pro if you make the SPL or a bringing in enough money the board will make the decision to make the club a professional team you will most likely not be making enough to sustain a professional team
