im not sure what league they are in but im sure there is a datatbase on here that goes down to like tier 7 or 8 have a look on custom databases

when i open my new game the leagues aren't their dop u know how i could get it to work?

What database are you using? Did you put it in: My Documents\Sports Interactive\Football Manager 2011\editor data? After that, when you start a new game you will have the option to activate it. There is a tickbox in the new game dialogue to activate extra DBs.

What above said, also what you could do is just edit them into the BSP if you prefer thats what I done.
