Feeder club for work permit problem...

Hi guys,
sorry if this isn't the right place for this thread...
I'm Cardiff City, 6 years in and I have bought a player who needs a work permit. I've currently got the Romanian team Steaua Bucharest as my feeder team for work permit needs. I've been trying to send my player there but it keeps telling me that I can't send my player there out of their transfer window, it's 29th of January and the only info I've managed to find on when the Romanian transfer window is is that it starts on 28th January. So what's the problem?

best place for feeder clubs for WP issues is in Spain imo. takes 3 years to gain citizenship Romania takes like 10 year if i recall correctly.
