You can recommend one once you have been with the club you are managing for quite a while like 5 seasons or so. Then as you manage them for even longer and you are some sort of legend and they trust you. You can choose a feeder club for yourself, without the board picking ones for you.

On another note: if you're looking to send players on loan, just offer to clubs at 0k fee and 0% wages. You get loads of replies.

Good idea, since being the parent club, you still have to pay the player wages anyway.
Most of my youngsters always reject when I want to place them in my feeder club, might as well do it the other way and save a little bit of money
