Filter scouting by who I can offer a contract to?

My team's a bit skint so I'm hoping to find some decent young players who I can offer a contract to without paying a transfer fee.

By this I mean 16/17 year olds who haven't yet signed professional contracts. I've tried filtering by 'unattached' and a few others, but no luck. Is there such an option?

Tried that mate but unfortunately no

You mean with out paying a compensation fee? i dont think you can, it comes uder the fees agreed for under 21 players so big club could no longer poach for nothing.. a tribunal fee can be queired but only free agents come for £0, these days.
