Finances when creating a club

I just can't seem to work it out when ever i make a club a give them a bank balance of 150k a transfer budget of 0 and a wage budget of 1.4k but when ever i load up the team and start the game with my created club, the team will have a bank balance of 150k and a wage budget of £350, now i ain't no genius but you cant build a club up with that sort of wage budget.

so has anyone got any tips to make the wage budget higher?
