First season 10m to spend on rebuilding youth team.

I'm liverpool and i don't really need anyone for the first team for this half of the season so i'm going to leave the first team & i'm trying to get good youth potential and trying to make a really good team for the future. I've got 10m to spend on new players, i'm looking on mostly english players but i don't mind if i get players from another nation. also i don't mind if the players are over 18, as i also want to try and make a good reserve team for squad depth. looking for all positions.

any suggestions much appreciated!
