Yes, you need to use Resource Archiver.

Yes, FM10 facepacks work in FM11. Just copy over your graphics folder from your My Documents > Sports Interactive > Football Manager 2010
to the Football Manager 2011 folder.

In the game make sure you go into Preferences (Shift + P) > Display & Sound
Untick 'Use Skin Cache' and tick 'Reload Skin on Confirm'
