FM 14 Scouting Regions Issues

Right, i have set up my scouting network and all my scouts are scouting individual regions. the problem is that the scouts are scouting only 2 countries from within each region and going back and fourth between them. for example in western africa my scout moves between nigeria and guinea. never touches ivory cost. south america i have 3 scouts that constantly look in brazil and argentina. never go uruguay or chile. its the same two countries every region.
any ideas why this is happening
 
I'm assuming you're a big club? Your scout will only scout a country if he feels it's worthwhile. If it's a low ranked nation with only 50-odd players, it won't be worth scouting.

I am arsenal. I am happy they don't choose low ranked nations as most would be pointless. But surely my western Africa scout would think that scouting ivory coast is better than guinea. My central Europe team of 5 scouts never go Portugal. and my two Scandinavians only go Norway and Denmark and not Sweden. seems odd. i feel that there are a few nations being missed that shouldn't be. do you know if there opinions change on what nations to scout over a period of time
 
I'm not sure if it varies depending on the scout, unfortunately. It seems like it doesn't matter, as at least one of your five scouts should go to Portugal.

It has to do with the number of players (edit: and ability) available in that region. If that number is too low, the scout won't go there. The Portugal and Sweden examples do sound odd.

its only my first season. and i dont have portugal or sweden loaded. maybe when some regens start coming into the game they will consider scouting other nations.
 
It's possible. Still sounds odd though, but keep an eye on it. When regens start appearing and your scouts are still not going to those countries, you should raise it in the bugs forum for SI to take a look.

Are you ticking "roaming" when you set these assignments?
 
yep roaming is ticked. im nearly at the point where youth intake is announced so hopefully will change then. i also had a look on fmrte and guinea currently has more regens than ivory coast. portugal has 1. and norway and denmark have more than sweden. maybe they are going to nations that are producing more players.
