fm editor - italy gain nationalty

Hi all,

I am trying to change the number of years that I have to pass in order to receive citizenship in Italy and I can not succeed.
The existing value is 10 years and when I change to 5 years and start a new game the value stays for 10 years.
In addition I do not find a place to change the value of non-European players (one player registered in the roster).
Does anyone know the reason and what should I do to make the change happen?
