FMRTE Help

I have downloaded the real time editor, and saved it to the computer. It comes up with

FMRTE v3.0.120.rar

I have no idea what to do with it afterwards.
Where am i ment to save it too?
How do I open it?
I've clearly done something wrong, but im not sure what.

Download winrar: http://download.cnet.com/WinRAR-32-bit/3000-2250_4-10007677.html and then download it again and extract the file. This should really be in the help thread by the way.
