Is there a free agent database anywhere that works?

When I say works, I mean is there a database, the same as the free agents one currently on here, but that has wages altered so that you can actually sign a squad. For exampe, I started as West Ham and, although I know their wages for be low, I was not expecting to only be able to offer players approximately £3k a week. Anybody got any ideas?
