Galeano ineligible?

Hi, Ive signed Galeano for Vitesse in January in the 2nd season for 4.5million but it says he is ineligible and wont let me register him.
Might this be because he has already played for Independiente and also on loan at Internacional? Isn't there a FIFA rule where you can only play for 2 teams in the same football year?
Anyone know?
