Game AI: Super Rich custom club refuses to spend its money

I first got into FM around 12 years ago and these days the only way i play is by creating a custom game. But this year the AI is ruining it because the super rich Conference North i like to create team wont spend its cash.

1 I will create a new team for myself in English Conference North and give them bags of money via customizing sponsorship income. We are talking sustained income of 600 million a year.
2 Give my local Conference North team in that same division the same financial income.
3 Give my favorite EPL team the same again, while raising their balance, transfer and wage budgets so they can spend big from day one.

The result is that two non-league teams rise up through the leagues while the EPL team develops into one of the strongest teams in Europe. At least, that's what used to happen.

Giving a Conference team massive amounts of cash was always an interesting test of the AI. How will they handle money? For instance, do you remember in the past how using the slider to adjust your spare wage budget affected how much money a prospective player asked for in negotiations. I used to be amused by watching the custom AI super rich Conference team sign Non-league standard players on 80k a week simply because they had a giant wage excess so the players would ask for it. But hey, at least they were proactive. They would still go out and buy the best talent they could, their activities only ever limited by their current club reputation.

But here in FM 2014, that AI super rich Conference team is not spending any money. With half the season gone, they have not spent one penny on transfers. Their Transfer History shows only Loans and Free Transfers. Instead of being at the top of the table, they are near the bottom, currently mired in a relegation battle. They were predicted to finish mid table and their starting manager has already been sacked and replaced. The highest earner is on 400 p/w and just now they had a really rubbish Unattached player turn them down because he said they weren't offering enough in wages. This club is currently categorized as 'Rich' by the game and are only going to get richer. But they wont spend any of it. It's like this fabulous wealth doesn't exist to them. And it's killing my fun.

I appreciate that getting the AI transfer and spend policy right has been difficult for SI sometimes. But this new 'realistic transfers' script is regrettably limp on this particular issue. In the view of this one player, it has much room for improvement. The comical absurdity of the prior AI manager script is definitely ahead at the moment on this matter.

Did you bother the clubs rep? Money along wont do much, also if the manager/board don't like to spend money on players then again it's not all that likely that they'll go throwing money around.
 
Yep, the clubs rep is fine for Conference, 2000 same as my club and i've been able to attract all sorts of players. I've set it up the same as previously in FM12, when the AI would spend tons of cash. The problem can only be the way its been programmed to behave this time around. They seem unable to adjust their ambitions or financial policy in response to the new wealth.

I'm starting a new save with minor changes and giving them some top level players. I'll play it out and see what happens in the long term.
