General question regarding salary capped leagues

I am currently playing in the A-League. I am well under my wage budget, yet i still can't manage to offer anyone more than $1,900. No matter who I try to sign, I can never offer them Key Player squad status. Why is this? Even when I use the FMRTE editor to change my wage budget and my transfer budget, I can't seem to offer anyone a decent contract.

This never happened in 2011. Why now?
 
are you playing with gold coast united if so i suggest changing teams because i think this is due to the board making this decision. After maybe a few seasons you can request a wage increase to maybe get over 1900.

Also change your adjustment bar to full wages you can offer bigger wages then.
